The contemporary maritime security landscape is defined by a rigorous intersection of international treaty obligations, national statutory requirements, and specialized tactical competencies. Since the implementation of the International Ship and Port Facility Security (ISPS) Code in 2004, the maritime industry has transitioned from a primarily safety-oriented culture to one where security is an integral, mandatory component of operations. This shift was codified under the Safety of Life at Sea (SOLAS) Convention Chapter XI-2, establishing a framework that requires a standardized approach to training across the global shipping and port industries.
